We are happy to share the results of an independent evaluation of TOY for Inclusion in Slovakia, conducted on behalf of ICDI by Schola Empirica. The evaluation was made possible due to the support received from TheirWorld, and the collaboration of the local Play Hubs operated by Škola dokorán – Wide Open School.
The evaluation highlights the importance of Play Hubs in preparing early childhood education graduates, specifically Roma and Ukrainian refugee children, for a smooth transition into primary school. Play-based education, reading sessions, arts and crafts, and active parental participation at the Play Hubs prepare students to feel well-prepared and confident to start school.
Above all, the evaluation found that Play Hubs provide welcoming, safe spaces where both children and parents feel well looked after. The Hubs were praised for their adaptability and ability to meet diverse community requirements, particularly in the wake of the recent influx of Ukrainian families. Parents also benefit, thanks to the Hubs’ open-door, community-centred approach.
The review also identified areas for improvement – e.g., unstable parental engagement, restricted access for people with disabilities in some places, and lack of stable funding.
The below are main recommendations:
- Gaining long-term stability through secure funding;
- Improving alignment with schools and country-level education systems;
- Providing specialized training for Play Hub staff and primary school teachers in supporting school transition;
- Increasing coordination with municipalities and policymakers.
At ICDI, we are deeply encouraged by these findings. They reinforce what we already know: that Play Hubs are vital spaces for inclusion, learning, and community connection. We’re grateful to Škola dokorán and all the other TOY for Inclusion national coordinators, local implementers, families, staff, and volunteers in 9 countries who make this possible.

The work continues! Building on this experience, ICDI and partners are now deepening children’s voices in community life through our new project, TOY4Participation.
